Volvo XC70 driver doing approx 15-20km/hr below the speed limit on the Princes Hwy Heatcote through to the beginning of the F6 in the RH lane!! had a queue of 10-15 vehicles behind her. She wasn't passing anything, neither did she turn off onto the Princes Hwy where it seperates from the beginning of the F6. Has to keep left as the speed limit is >80km/hr. Just a real nuisance to other road users
